He is describing the situation of Judaism at the time (because both laid their claim to Mosaic authority). Disagree? Read the next verses. Read the whole chapter (to save you some time Jesus calls Pharisees hypocrites many times). That's not what I'd call an endorsement. And what about other places where Jesus says that the Pharisees make God's commandment of no effect because of their tradition? What about when he says to beware of the Pharisee's hypocricy and doctrine? No, Jesus did not validate the Pharasaic theology, especially the quote you refer to.
