1. The Pals are not in the position to grant peace
Let's review: Israel is incomparably more powerful than the PA. Therefore, in a normal world, the "Palestinians" would be in no position to bargain. And if land were at stake, the real issue would be how many "Palestinians" the PA would agree to expel in exchange for Israel not destroying the entire leadership, both secular and religious.
If Israel were normal, it would, years ago, have seen to the transfer of all Arabs from Yesha. Israel could be humane: it would pay for Arabs to leave, even though they had no right to the land they squatted on. Israel would allow the Arabs to take all of their moveable possessions as well. In other words, the Jews would be far more humane than the Arabs ever were with the Jews who were expelled from Islamic-majority Middle East countries.
Israel would have funded Jordan to accept the Pals. If Jordan refused, Israel would undermine the (illegitimate) king. Truly it would be an offer Jordan just couldn't refuse.
Instead, Israel continues a low-level war for decades, as its enemies become more and more adept at PR. Clearly this Israeli style of hasbara has not benefited anyone but the enemy, as Israel is in much worse shape diplomatically now than ever before.
