Sanctions might work , but only in the long term. Besides, who is to gaurantee that participating countries will comply? Russia and China will certainly do things behind our backs. Security Council meetings, resolutions, and talk of sanctions is nothing but strident noise. It is quite evident that military action will be the future step.

The best solution is for those countries which have some "suspicion" that Iran is secretly developing nuclear weapons is to start collaborating with Iran in its nuclear R&D efforts.
