If the Lebanese army refuses to control southern Lebanon, then make no mistake -- the Lebanese are giving up sovereignty over southern Lebanon. Sovereignty is, by definition, a government monopoly on the use of force in and from the territory. If the Lebanese want south Lebanon to remain part of Lebanon, and if they want Lebanon to regain national sovereignty over all of Lebanese territory, then the Lebanese government must immediately act to remove and arrest the jokers who are using Lebanon as a base for their private wars.
