The IDF clearly has the capability to reach and kill the terrorists. This has been demonstrated by the recent operation in which soldiers entered deep into Gaza and by the killing of Abu Samhadana, among other operations. Why doesn't the IDF carry out a sustained operation? Shelling areas used by launchers clearly doesn't do anything. The only tactical explanation for it, other than hoping to get lucky, is that it is meant to deter the people living in these areas from allowing terrorist to operate there. Apparently the people are not deterred by shelling. It's time for real action.
