Why is it the world expects Israel to restrict itself to conventional warfare when conducting military operations in response to terrorist activity? Isn't the simplist objective of terrorism the very unconventionality of its warfare and the terror that possibility generates? The response should be expected to be unconventional as well. Civilian losses were a certainty given the entrenchment of Hizbullah in southern Lebanon. No reasonable Lebanese citizen could have been surprised with the eventual move by Hizbullah.
