By Anne Bayefsky Secretary of State Condoleezza Rice is on the brink of handing President Bush the worst diplomatic disaster of his presidency. She is poised to agree to two United Nations resolutions that will tie the hands of both Israel and the United States in the war on terror and, in particular, inhibit future action on its number one state sponsor — Iran. The catastrophe is the brainchild of Secretary General Kofi Annan, who has effectively turned the United Nations into the political wing of Hezbollah. In the last three weeks, a multi-headed hydra of U.N. actors has risen to defeat Israel on the political battlefield in an unprecedented disregard of the U.N. Charter’s central tenet: the right of self-defense. But how did the U.N. respond to the aggression against the U.N. member state of Israel, which was launched once again from Lebanese territory and which continues to the present hour? By accusing Israel of murder, mass genocide, war crimes, crimes against humanity, the deliberate attack of children, and racism. U.N. actors have even denied that Hezbollah is a terrorist organization and analogized it to anti-Nazi resistance movements... The Geneva Conventions clearly state that combatants are prohibited from using civilians as human shields, but if they do so, the presence of civilians does not render the area immune from military operations. Israeli soldiers and civilians are paying with their lives daily as a consequence of Israel’s efforts to avoid disproportionate action — a dramatic exercise of restraint taken in order to reduce Lebanese civilian casualties... The United Nations seeks to: (1) protect Hezbollah from further Israeli attacks; (2) produce a political win for Hezbollah by giving them the territorial prize of the Shebaa Farms ; and (3) increase U.N. presence, oversight, and control of the Arab-Israeli conflict. It calls for renewed involvement of UNIFIL, the U.N. troops that stood and watched Hezbollah rearm and plan its deadly assault on a U.N. member state for the last six years. Such an international force is to be authorized under the first-ever Chapter VII resolution — a legally binding resolution that can be implemented through sanctions or the use of force — in the history of the Arab-Israeli conflict. In other words, Secretary Rice has approved of a U.N.-authorized and monitored force that has its sights set on Israel too, coupled with a claim that Israel is currently engaged in “offensive” operations. The very U.N. that accuses Israel of murder and heinous violations of international law is now to be charged with judging compliance with a legally binding instrument purporting to define the terms and conditions of Israel’s self-defense... There will be only one sure result of this move — the empowerment of terrorists whose ultimate target is the United States and all democratic values. israeli army has been operating on lebanese soil since the 12th of July. operation objective: Rescue two kidnapped soldeirs. well to be honest there is a point, we fight for our prisoners and thats legitamte for all human beings. but to destroy a country for the sake of two soldeirs and kill thousands is an exaggerated response. we could have dealed with this issue like other issues, you admit that u have lebanese prisoners and we want them back. we do not kill thousands for 5 or six people whom we can all get by negotiation. am sure a bright guy from israel will reply on this talk back and say "we will not negotiate with terrorists" wake up man you have been dealing with hizbolla since 1982, you made agreements and even swap POWS with hizbulla. but **** happens, and israel took the desicion to fight, great. can any one tell me if the war is intended towards HA, why did they destroy the buildings in beirut suburbs, i know they are shiites places and some hizbolla miltants, but in Chiah they are AMAL organization and the people trusted the Israeli's that they will only chase HA's but no, Israel is bombing everything. am against HA but i may be the next victim or the so called Collateral Damage, and i live in aplace where no Hizbolla active miltants. rockets will not be fired from Dahya, take the battle to the battleground if you wanna fight. the mere issue here is that Israel does not have a clear goal of this campaign, they are committing what is called crimes of passion. they destroy everything with out being concious to the consequences of this bloodbath. you want peace, how can u get it if you killed most of your neighbours, you never reasoned with any off us, you always used your power to force your demands. we all know that the Israeli army is the best in the region, you dont need to demonstarte that, you got all kinds of weapons from the US, and at the same time we are not allowed to have anti aircraft missiles for the lebnese army, and still you need your borders to be secure from us, i think we need secuirity from you, you invaded us four times, and destroyed us tens of times, did any of what you call the hostile activities cease, no. there is a problem indeed, which is : you are raising people who hate you, and will never forgive you, do you think your children or children's children will be safe if you proceed with that pace of violance, never i hope we all change stances and cease fire so the people could get back home, and turn off the blood bath. we need peace more than you do, but thats not what you want anyone to see. you will always be our enemies because you chose that and not us. you came to palestine and took it, thats an old story, after all the blood for taking palestine you should have thought to make friends and neighbours not to make enemies. What is it with Eli Yishai and Shas? Abstaining from the vote and then stating entire villages should be destroyed from the air?? And Peres? For all of the tough talk he abstains? May G-d save Israel from its weak, ineffective and corrupt leadership. Including Olmert and his cohorts. A great American President once stated "speak softly and carry a big stick" the corollary is "don't pick up the stick if you are not willing to use it". The IDF has to go all out and fight to win, not to contain. It is too late for equivocating.

moe darling, olmert was never a general. nor was peretz, defence minister, or livni, of foreign affairs. non were even an officer. never has israel "enjoyed" such a non military leadership (maybe we could have used some experience around now), sorry about your theory, but it seems to be false in this case. Are you with us or against us? Bush said: "No Distinction Between Attackers and Those Who Harbor Them..." Yet we see billions of dollars spent on the PA who have harbored and incubated terror, for how long? And we ask, what have they done to stop terror. That is the million dollar question. Yet again, we will whitewash and sanitize the government of Lebanon who sat idly by and watched Hezbollah turn into one of the strongest guerilla terror armies on the planet. Double standards and double talk abound yet when push comes to shove it will be Israel who not only takes the fall but will fight for those without the will or desire. (both in the ME and the west!) US President George W. Bush has said on more than one occasion during the war on terrorism that "those who harbor terrorists are as guilty as the terrorists...." Except when it comes to allowing Israel to do what they must do. "We've upheld the doctrine that said if you harbor a terrorist, you're equally ... ..." Here is some info you don't know yet or media is not allowed to publish especially in lebanon. 1) Sheikh Nabil kaouk (commander of hezbolla in south lebanon) Died in an air strike in Sour. 2) Nour Chalhoub (Commander of katyucha smuggeling & distribution in the south)Died in an air strike and after that all his family in (Qana) which Hizbolla described as a massacre died too. (21 members of Chalhoub family were in this building). 3)PM Mohamad Raad Killed in latest air strike on "Chiyah" area (building). 4)Hassan Al-Sader (bekaa leader) killed in "machghara". 5) Sheikh Mustafa Khalifa (hizbollah religious leader in "ghaziyeh") 6)Mohamad Yazbek (baalbeck military operation coordinator) died in air strike. Hezbolla losses are hidden and not allowed to be published.They said 48 fighters were killed untill now but red cross high official member said that more than 1100 fighters are killed till now but they are not allowed to pick their bodies from fighting scenes nor streets,only hezbolla members does.

first, israel cannot hope to win a low-intensity "war of attrition" against a guerilla opponent. just as in the so-called intifada, an "asymetrical" conflict favours the guerillas, and if it doesn't, they just go into hiding until it does. and the mounting (civilian and military) casualties aren't acceptable to israel. israel's advantage lies in its overwhelming military superiority, which its leaders must be prepared to use. unlike the plo, hezbollah has made the mistake of presenting itself publicly as a target, and israel should not pass up this opportunity to eliminate this threat. more importantly, this force must be focused against the hezbollah leadership; military hardware can be replaced, and individual fighters do not matter to the leaders at all. by targeting what amounts to hezbollah's command and control structure, israel could put a successful end to this war. likewise, consideration should be given to measures against the real "puppeteers", namely the mullahs in iran. perhaps it's time to reintroduce the term "regime change" into our understanding of the middle east conflict.

it should be obvious by now that pushing to the litani river will be very costly in terms of casualties, and mostly ineffective at stopping the rocket attacks on the galilee. the real target should not be territory, but hezbollah terrorists. with rockets that can reach 100 km, an 18 km "buffer zone" is not worth very much, but the cost of maintaining an army presence inside lebanon, both physically and diplomatically, will be too high. real protection will come from destroying hezbollah, preferably from the top. and in the longer term, it will have to come from a strengthened and independent lebanon, freed from syrian and iranian meddling.

The good thing about being the US is, if you don't agree with the UN resolution, who cares, don't follow it, the UN already proved it cannot stop the US, the US is more powerful than the UN, and the UN itself is a political proxy for leftwingers/terrorists. Also, if Lebanon cannot adopt it's resolution of dismantling Hizbollah, and deploying troops to the south, I see no reason why any other country should have to adopt there resolutions either. The UN is useless and just a politcal farce put on for the media to please certain people, on a diplomatic level. My suggestion would be for all democratic and free countries to stop contributing and supporting theUN. A boycott. Start another league of nations, perhaps a western alliance with strict membership guidlines, ie, no terrorists. UN soldiers commit more crimes in Africa than the militias and criminals do. They have no power to enforce any of there resolutions, they talk forever while crisis's continue, and they've proven they are corrupt with the Oil for Food program, and there new so called human rights council. And what is the point of having 4 UN observers right between two armies, and give them no authority to fire. Sounds like a death sentence. Abolish the UN.
