As the arms smuggle/trade/selling/transport are continuing, it is not an offensive but a defensive operation halting these. You should not confuse these two. Moreover, according to the resolution the withdrawal of the IDF goes parallel to the deployment of the Lebanese army and UNIFIL. As we all can see, this has not yet been completed.
