You write :".. love your enemy as you love yourself". It is the DUTY of the Government of any state to protect its OWN citizens. In order to do that - the Government has at its disposal the Army and the Police force. THE Army is meant to protect the country from crossborder attacks. THE Police is protecting the citizens by going after criminals and thieves - inside the country. So, during Government service there is NO question of loving your enemy. Only AFTER leaving Government service for good - only THAN can the Government servant practice 'love your enemy'. BTW the Government of ANY country has the SOLE monopoly for using violence.
