I would think electrical jaming devices or something along that line could stop the rockets from hitting Israel. Sun spots or storms causes disturbences on earth. I would think that some sort of jaming devices could be develope to make the rockets drop from the sky. Also, you have satelites that are capable of detecting rocket fire. I am sure you can shoot them down.

Issue a statement: One more rocket, and a ten mile swath in Gaza will be napalmed to oblivion. Then do it. Enough already. No nation on Earth would put up with this crap. Israel will be blamed no matter what, so why not end the attacks once and for all. When the PLO sees its buddies fried like falafal balls, they'll get the message.

Massive blitz in the international media, leaflets, domestic media stating either the rocket attacks stop or for each attack 1 Palestinian village will be destroyed. No matter what Israel does, unless it takes the most courageous step possible of acknowledging Palestinians as normal human beings who need a normal country that isn't choked off by Israeli occupation every single day, it is 100% guaranteed that there will be problems. Israel is a nuclear power that can already defend itself against true existential threats. If it wants to have true peace, it should look itself in the historical mirror, put aside the Nazi kill-em-all mindsets that infect it, and give the Palestinians a large, contiguous territory that looks and functions like an actual country. Or, it should give the Palestinians 100% Israeli citizenship rights and combine into a nation of Israel-Palestine. Remember the Nazi horrors are what pushed the Zionist movement to form modern day Israel. The same extremism on the Israeli side will only trigger violent extremism on the Palestinian side. It's not about "Israelis" or "Palestinians." It's about how normal human beings behave when they feel they are forced to live hopeless lives -- desperately.
