In America convicts and even accused persons standing trial are escorted into courts and back into their cell with a ball and chain attached to their leg or legs. There are two reasons for this. One is to humiliate them and the other is to prevent escape. This should be adopted in Israel, certainly in cases of violent crime.

In my birth country , Belgium , there are specialised police men and women , who look at such complaints . Those are always taken very seriously [ sometimes even when false accusations happen ] and punished in the right way . Justice is also in evolution , I suppose also here . I do not accept that a man says "she provoked me" . For me it's always : do'nt touch [ without permission ! ] and certainly not a younger child .
