what happens when IDF soldiers -overt or undercover- are operating in the arab residential area is that the IDF soldiers will pick a bunsh of civilians as their own human shields. be it a part of the IDF policy or part of the procedural tactics, the victims are the innocents. This is what they call "caught in the cross fire". also, during the last war on Lebanon the nothern Arab villages were reported in many incidents to be used by the IDF as human shields.

So, when the HRW said: "Palestinian armed groups must not endanger Palestinian civilians by encouraging them to gather in and around suspected militants homes targeted by the Israel Defence Forces (IDF)," it is not condemning the "volunteering" to human shields it condemns "encouraging" it. If the militant did not encourage it, so it is actually condemning the act which led to endangering them, which is here targeting militants in populated areas.
