What really irks the US is not sales to China (the U.S. already sells them enough of dual technology and they can buy anything from the Russians). The problem is that American defense contractors lose business (and jobs) to Israeli vendors. Another thing is that weapons sales brings political dividends as it makes a nation closer (and more dependent) on another for spares and support. The U.S. does not like to lose this leverage as it loses contracts with foreign armies.
