If she were a man, saying those things to female soldiers it would be sexual harassment. This is a pathetic double standard. With that said, should there be criminal charges? Well she had no right to put her hands on anyone. The real questions are: Was she told not to, and did she then do it again? If she was told to stop and did not, that would probably be crimnal. Did her superiors know about the issue, and what did they do? If they knew, they're in trouble too.
