Israel does not control all the borders as the border between Gaza and Egypt is not controlled by us, but by the PA security, Egyptian guards with the EU as monitors. As we have seen from the Eilat bombing the Egypt / Gaza border is open and people can be smuggled in and out of there without Israel knowing.
