First of all, just because you're not in the "religious sector" doesn't mean you're not Jewish.
Secondly, I'm sure not one non-"religious sector" children will wear a costume reflecting their own culture.
Neither will any of the municipalities' parades reflect their own culture either.
Look! We're a normal country just like you! See? We're wearing YOUR culture!

What about good old traditional: Queen Esther, Mordechai HaTzadik,Cohen HaGadol, and if you want to be nasty - Vashti or Haman. One of the best costumes I ever saw was two brothers - the older was dressed as a gallows and the younger as Haman - the two were connected!
