The Mecca agreement had nothing to do with the so called peace process or any other international issues this was hamas and fatah to work out a deal between themselves to try and stop the palestian infighting. This agreement does not accept the 3 international demands so whats there to endorse. Chirac is looking for a way to start giving the money again even without the palestians meeting the demands.
