There is no other way to look at it. Urban warfare against armed thugs hiding among a hostile civilian population is no easy job. Such warfare requires different tactics than battlefield wars between armies wearing uniforms. Our soldiers lives are worth more than conforming to some theoretical discussion of of acceptable tactics. Getting killed is not theoretical. If using human shields saves lives, then it is certainly acceptable to me. Perhaps those that don't agree would come up with a better idea - would it be more moral to bomb them from the air? Maybe we should just use tank fire & blow up the entire building with everyone inside? The fact that these thugs hide among a civilian population that supports them places the responsibility squarely on them.
