The Syrian Information Minister in this article states: "any nation living under occupation has the prerogative to resist. In Lebanon, Palestine and Iraq, we must liberate all occupied Arab land." That is a war declaration and not one of a peace negotiation. But in the meanwhile, Syria has placed a plan on the table of their expectations which is that the Arabs will be expelled from Syria and other Arab states without receiving State citizenship. Why is it so shocking if some Israeli says that the Arabs without State citizenship should be expelled to Arab countries, when on the other hand if the Arab countries form a summit to say the exact same thing in pretty language, that they want to expell their Arabs that do not have citizenship, that there is no outrage? To "librate Arab land" means to get rid of the Arabs who moved there to countries like Syria on their own choice (given certain promises form their host countries) but who have not been granted citizenship in their host countries. In other words the Arab states want to expel the violent undesirable Arabs more than Israel does, so much so that there are threats of war against Israel in hopes that Israel will become a dumping ground for Syrian undesirables. Any State that makes war on Israel has the possibility of realizing a prisoner release to that State and so much more, perhaps even the whole PA and Hamas organization to see what real Arab occupation is like. Look at Europe already with its expanding internal population, which regularly shows compassion and funding for a Hamas war on Israel! These states know it, and that is why their armies are safe at home and safely distanced from Israel. But if these States want to talk (and I see no indication of success in that area), the maturity level needs to go up a notch or two. At least Europe knows how to talk with Israel. Syria has not seemed to have figured it out yet. Or else it is still trying to appease its internal undesireables crowd that it promised a destroyed Israel to. I am not seeing an opening to talk with Israel yet though with such pronouncements, except through secret channels.

Clearly, war is against a foreign country, and resistance is against an occupying force. Remember WW II : resistance was against German (and allied countries) forces in occupied Europe. You cant say there was a war going on there (the war was elsewhere). My grand uncle was in the resistance then.
