Omar Abd al-Halim was seriously wounded and left to bleed for 30 minutes. IDF troops shot at an ambulance when paramedics tried to reach the wounded. At last they executed Omar by putting a bullet in his head. The troops then surrounded local hospital and inspected them as they suspected that a man accompanying Omar was wounded and evacuated for treatment. It was certainly execution mission. To cover their withdrawal, IDF troops shot indiscriminately and the result was more than four civilians wounded. The IDF troops were discovered by the Palestinian security in Ramallah and there was exchange of fire. Had the Palestinian security had matching weapons, the whole IDF troops would have been exterminated. If the scenario had gone so, no one would have blamed the Palestinians as they would have had to intercept an illegal operation. Earlier in Gaza, two men were shot and killed while their hands were tide. The wisdom of the execution squad was "if bleeds it leads". The bleeding would actually not deter but rather attract and really lead to more violence.
