He does not claim that his interpretation conforms to what is presently accepted in halacha. He argues for a change in how halacha is currently understood, and he seems to provide considerable evidence in support of this change, including evidence that important issues that were never resolved have been "forgotten" by current authorities, who now pretend that the issues were resolved in the way they wanted.
