There are international organizations established with the purpose of aiding refugees. Israel is under attack from those people. What you are suggesting is very noble but not practical. It might have to setup some refugee camps in the northern part of the strip for the refugees to live in and take territory so long as Hamas refuses to cooperate for the purpose of having an area for these refugees to live. Israel will have to feed these disengaged also. It might as well get used to taking care of the population again.
