Isn't talking at the very core of politics and commerce? Even the word "Parliament" comes from "parler", to talk. Politicians just don't realize that they can't talk a mountain away; but they feel better about it afterwards. So it's still positive, in its own twisted way, or isn't it? But of course you're absolutely right: results are dearly missed and long overdue. But without talking, how should they be reached?
