Jews are allowed to build anywhere inside of Israel proper (behind the Green Line) that the law permits, but in the occupied Palestinian territories, it is illegal for Israel to, by what ever means, transport parts of its own civilian population onto lands it holds under belligerent occupation per the IV Geneva Convention. Israel has no right to build on occupied lands period, regardless of what they promised to the illegal settlers, and UNSCR 242already calls for Israel's full withdrawal from lands it seized in 1967 (the omission of "the" means nothing... i.e. Keep off Grass and Keep of THE grass" are mutually interchangeable.), so in the end all the WB settlements will be vacated unless the Palestinian agree to swap lands in the WB for land in Israel as part of a peace deal, which has already been discussed.
