What Weiss has done follows in a long tradition of calling for the death of those who give away Jewish land to Goyim. The Rambam, Rav Yosef Cairo, the Alter Rebbe, and the Chazon Ish not only called for the death of Jews who give Jewish land to Goyim but said it is a mitzvah to kill any such Jew that is a requirment upon all Jews who are able. A prophet relays what G-d has already decreed, be it positive or negative, whether directed at specific individuals or specific groups, or to general classes of people (righteous, wicked, etc). Prof. Hillel Weiss should be formally charged with "attempted murder". Weiss is a "believing Jew" and as such he is invoking actual force (God) to carry out the curse against IDF Hebron Brigade commander Colonel Yehuda Fox.
