The press should make it clear from the outset - i.e., from the head-line - that these kids were used deliberatedly as human shields - either by bringing them close to the Qassam launcher, or by bringing the Qassam launcher close to them. The terrorists thereby get a win-win situation: Either the IDF does not strike to save the kids and other civilians standing nearby - the terrorists win. Or the IDF decides to strike, thereby killing a number of civilians, incl. kids. The terrorists win again, but only if the press cooperates, i.e. prints head-lines like "IDF kills 3 children" without notifying the reader of how these deaths came about. The IDF always plays by the rules of the Geneva Conventions, which expressly allow the targetting of military targets even when civilians should die from it, cause they're nearby. The terrorists on the other hand do not respect the GCs, which prohibit the presence of civilians in and near military installations, such as a Qassam launcher, and thereby they put "their" people deliberatedly at risk of death.
