I think your plan has some good ideas. Deciding where the border should be and then make it so is not a bad idea. Then if the Pals attack, Israel responds by re-capturing the land the Pals attacked from and annexing it. The main 'problem' with your plan is that the extremists of the settlers will not be willing to evacuate anything. They do this on idealogical grounds. Israel will have to tell them that if they end up on the other side of the border and refuse to leave then they are on their own. The location of the border should be on strategic and demographic realiites. By the way, some of these extremists who are willing to overthrow the government are not doing either Israel or the Jewish people any favors. They remind me of the 'zealots' who engaged in civil war about how to defend Jerusalem from the Romans in the year 70 CE.
