Well, it's interesting to see how reflexes work in otherwise thinking people. The laws should be just to work properly. The Law of Return should not be rewritten, it should be applied correctly. So, why not instead of changing the law of return, introduce a law that would mandate ALL (not just Russians or immigrants, but ALL, including Arabs) citizens upon reaching the age of majority swear loyalty to Israel as a Jewish state. If the person does not do this, they will not have a right to receive the benefits of citizenship, no travel documents if they have no right to receive documents of another state. If they do have another citizenship -> deportation. If they are found to be involved in terrorism/neo-Nazism/anarchism -> deportation or no benefits.

I'm not a lawyer , but as far as is known to me , you can't introduce laws who work retroactively . It was done once here , a special law that permitted eichmann to be judged . Thousands of West-hating immigrants arrive in the US and Canada each year and eventually become citizens. They swear loyalty to their new country, but they do not mean it. Being a citizen means having full rights. That's all. I'm a Canadian immigrant and I swore allegiance to the Queen of England. I did not mean it.
