This is a good start to rectify the problem of Survivors being in financial need. Since it's an allowance raise by the government, I assume this money comes from Israeli's tax money? What about getting money from private groups who have collected monies on behalf of Survivors, yet haven't disbursed anything yet? This seems a better way, for Israel, to help the Survivors. Don't let money collected via private groups remain in the hands of various group officials, find a way to get it to the people in whose name it was collected. Not easy, I understand. But a way could be worked out if the will was there.
