Shtu'yot - three are guidelines for non-profits - what they raise, what they spend and how. If there is reasonable suspicison of a crime, the government should investigte. Chabad's books are fair game for examination. If a crime was committed under the law - it should be prosecuted. Thats how it works, Sergio.
