Without matching funds from the Arab localities they do not have access to certain State funds. If they were not corrupt and primitive on the level of local government then they wouldn't be suffering from a lack of development.

and, they complain that they can't grab a larger part of the development budget. they contribute nothing but hatred and discord and they are unabashed about their disloyalty. they should move to the p.a. areas or to one of the 20 or so arab states where they will be happier.

It is THIS discrimination which been going on since the country been establish, that leads to radicalization in the arab street. This is the fuel that radicals breed on. Even arab who serve in the IDF are discriminated against; which goes to show that even when you put your life on the line to defend the jewish state, you still are still considerd a goy and 2nd class. Elliminating discrimination will only make israel more prosperous and more secure.
