A territory is considered occupied when Country A holds de facto sovereignty over a region Country B holds de jure sovereignty over. Sovreignty over the West Bank and Gaza has since been rescinded by Jordan and Egypt and these regions are considered, from the perspective of international law, terra nullus. What this means is that no state claims sovreignty over these two regions. What this means is that THEY ARE NOT OCCUPIED.
