It says NEAR the Western Wall, which was under siege by the Arab Legion. The Arab Legion and the subsequent Jordanian administration proceeded to demolish the Jewish Quarter, destroying 29 Jewish synagogues in their entirety. It was the largest destruction of Jewish Jerusalem since Roman times, and made even the Crusaders look like Red Cross volunteers. The Jordanians spared the Western Wall, only because they regarded it as Islamic Wakf property, calling it the "al Buraq Wall" and annexing it to the Haram al Sharif.
