"The Israeli delegation to the United Nations filed a letter of complaint with the UN secretary-general over the deadly mortar attack at the western Negev." there should be a diplomatic protest after EVERY qassam or mortar attack, not just the ones in which people are killed. it should not be "acceptable" to shoot at israeli civilians, under any circumstances. israel has nothing to gain by downplaying these attacks on her sovereignty and the human rights of her citizens.
