While I can certainly understand your viewpoint in that another child can fill the void or loss of another, this is not some simple suggestion as you said. To say to these parents who have a son held in captivity, who may or may not be alive anymore (but we all hope for the best) to enlist a surrogate mother is absolutely out of line! If their son had died (IF he is dead) under natural circumstances, in which this clearly is not, then perhaps and only perhaps if you knew the family personally that suggestion could be made.
