Once in Madrid in 1991, where he uttered not one word abot peace, by merely took the opportunity to personally insult Yithak Shamir, who had spoken before him, by producing an old photograph of Shamir when he was a member of Lehi and calling him a terrorist. James Baker III had the nerve to say it was Shamir who was not interested in peace.
The second time, Sharaa was sent to Shepherdstown, again instead of Hafez Assad himself, to meet Ehud Barak, whose hand he refused to shake and whom he refused to address directly. Sharaa rattled off a catalog of accusations against Israel, including a list of the usual out-of-context Moshe Dayan quotes straight from the Syrian "negociators'" field manual. Again, not one word about making peace with Israel.
