The policeman did the right thing in not shooting the terrorist? You yourself admit that the terrorist woke up and killed again. Why didn't the policeman shoot him then? Why did he bother struggling with him? Your policy is so wonderful and moral and yet Efrat Unterman is dead because the cop chose to fight instead of kill.

Could you explain why policemen did this in the past? Should we ignore some of them wearing an explosive belt could blow themseves even in agony? The policeman did his job, and he did it to someone who showed no mercy even for BABIES. Efficiency and protect your OWN CITIZENS. Don't mind for the ennemy because he's cruel.

Stop romanticizing our lives and coming up with BS like immorality. There are crazy people waiting for any opportunity to destroy Israel and kill as many jews as possible. They are inside Israel and pretty much all around the country. Israel does not have the resources to deal with each and every terrorists on a case by case basis. Any terrorists who is acting to hurt innocent civilians even if its just to bruising a civilian, he/she should be taken out on the spot and you shout "who's next?" When you fight for your life you take no risk whatsoever. Someone wants to hurt you, you neutralize him by any means and with you taking zero risks. The bulldozer guy was going to be neutralized then he pressed the gas and almost killed other people. The only immorality is that you would spare the lives of a terrorists for the sake of romance (as if life was this perfect book with the perfect hero) and take the risk that he/she kills more innocents!!! This is what you advocate until your own arse is on the line, then you'll be take him out. Other legal measures should be taken against these people and their families. Anyone involved in a terrorist act should see his nationality taken away from him/her. This is not a witch hunt or a politic of discrimination. This is a very serious situation to be dealt with full force. If you are an enemy of the people you have nothing to do here. Yohanan you are just plain crazy and all it matters to you is to look like you are a good human being who cares for others while you are only caring for yourself. I will not praise your non sense!

There is no acceptable level of risk. A terrorist, by the very nature of the crime, the intent to murder innocent bystanders, removes himself (or herself) from any consideration other than being definitively stopped. There is no moral position other than saving innocent lives by any means. This terrorist was clearly still alive & still intent on causing more death & destruction, which, as it happens, he did since he claimed another victim before the off-duty soldier had the good sense to shoot him in the head. Perhaps it is the attitude of officials like Mr Levy that is part of the problem. In any case, since these people do not value their own lives, obviously, we have no reason to value it either. The only other consideration is the necessity of interrogating terrorists to get more information on other terrorists. Once that information is obtained, I believe the death penalty is warranted - not as a deterrent, but strictly as punishment.

Your problem, Mr. Levy is that if you do not kill these killers they will have their day again to kill us. The Torah instructs us how to deal with them - kill them first. Don't preach your "morality" - look how many are being let out of prisons and will kill again.

Was that a joke? Is it moral that a civilian that the police force is supposed to be protecting is murdered due to their decision not to truly "neutralize" the terrorist. I totally agree that once a terrorist is neutralized one should stop shooting, but someone still seated in the driver's seat of a deadly vehicle is in no way neutralized. I am ashamed to here this kind of talk AFTER an innocent person was killed by this policy

I was and still am a combat officer in the IDF now miluim. The way I was taught to neutralize a terrorist is to confirm the kill. Had the Police neutralized the terrorist adequately by Vidui Hariga then the life of that innocent victim would have been spared. Ironically the woman killed is the wife of the grandson of Rabbi Unterman the former chief Rabbi of Israael. A family dedicated to religious zionism and the values that this country so lacks. The Mafkal should resign over this disgraceful episode.

If Israel doesn't kill the terrorist in his or her act, Israel will give the terrorist back to Palestinians in a prisoner exchange deal some time down the track. To neutralise terrorism one must kill terrorism. Killing a terrorist in his or her act does not constitute killing in cold blood. Terrorist(s) killing civillians is an act of killing in cold blood. Mickey Levy your a Policeman, leave Policeing for Police Officers and law for Lawmakers!! Mickey your just a classic case of todays society; when the criminal is treated like the victim and the victim is treated harshly and without much rights. Though I struggle to understand Mr. Levy's "superior" morality, I can't help but think how this misplaced kindness has caused our current distress. Terrorists should be killed, not swapped. We shouldn't be bargaining over hostages. The moment we started that, we invited more kidnappings. We've lost this war on terror with Mr. Levy's type of morality. What sanctimonious idiocy. Look around you at the results of your superior morality Mr. Levy. More dead innocent civilians, Sderot, the whole north during the Lebanon war, your current political leadership. The mind boggles at the air headed nonsense people propose as 'high thought'. Good thing Mr. Levy is the 'former' police chief. I shudder to think what would happen if he were still in his position.

Levy, even now "compassionate to the cruel" shows how his sense of morality led to the death of another. He wants to blame the civilian who hurled a stone and "aroused" that terrorist for what followed. But the fact that he was able to kill again proves he wasn't truly neutralized. It's just this kind of hesitation and moral hand wringing that are leaving Israel ever more vulnerable to her enemies.

I would agree with you that if an assailant is shot and is unable to offer further resistance it would be murder to kill them at that point. But if the first shot was a kill shot then it would be justified. Shoot to kill, the first time, might need to be the new policy.

It is precisely the ideology that Mr Levy is espousing that has led to the terrorism that Israel cannot now defeat (or will not). The concept of "purity of arms" is a total fallacy. Both in real terms, arms are precisely used for killing, and in religious terms, the use of arms and execution of their purpose renders us impure. Why is the decision to shoot a terrorist "difficult" by a trained, armed police officer? And this man even tries to quote the Bible, yet he ignores the commandment " do not stand idly by the blood of your neighbour". So leaving a mass murderer to sleep in the cabin, so he might wake up and continue his killing spree is an act of extreme negligence, and is sinful, and immoral. In the UK, the Police shoot to kill when terrorists are involved. Even at the cost of occasional errors, it is still int he public's safety to do this. the failure of these israeli poliices was shown in the 2 intifadas, and the 2 lebanon wars. And most recently in Jerusalem's jaffa Road.

With due respect Mr Levy, this is a wider problem that afflicts western 'morality'. The judgement of morality that you have used in not Torah based. The Torah is very specific and we are told that we have an obligation to kill the rodef (Pursuer [of an innocent life]) not to 'neutralise' him or negotiate with him. This is not cruelty or revenge, it is putting the emphasis upon our responsibility to innocent victims over the 'rights' of the perpetrator. Unfortunately, the driver in this case was not neutralised by the first two bullets, only stunned and by not ensuring that he was dead, another innocent victim died. The lack of a death penalty or life in prison which means life in prison, in the UK, has the same effect. Murderers are jailed for a period of time and then released and given a 'second chance'. Some take the second chance to murder another innocent victim and the legal system is thus complicit in the second death and has put a priority upon the 'right 'of the murderer over that of the victim. It is sad that anyone at all died in the bulldozer attack but the only justifiable death was that of the driver of the bulldozer.
