6. The right tool for the job
The Police Officer that fired two bullets into the "'dozer Terrorist" was on target, but obviously undergunned. Israel uses 9mm caliber firearms for it's Police Service; a caliber that MAY be deadly, but was designed to wound.
Had the PO been armed with a weapon utilizing a .45acp or .40 round, the two rounds that hit the terrorist would likely have been incapacitating.
Replace what ever is currently issued with the inexpensive Glock Model 21(.45acp) or Glock Model 23(.40)as a base line in reality in potential armed confrontations between the police and violent criminal/terrorists.
