at border crossings is to expose it when it happens and punish the offense severely. About ten years ago, I was researching corruption in Mexico and its effects on the US Border Patrol. I asked a well known Mexican to approach a US Border Patrol agent he knew and see what price it would take to get the US agent to bend the rules. The Border Patrol agent who was approached could not be bought off because the punishments and loss of his job and benefits for his family and retirement package was too great for him to risk that, even for a dear and influential friend. That was ten years ago, but it was interesting to find that punishment is a deterent. IDF have less to lose since their ultimate career is usually not the IDF, but in Israel the situation is even more critical than in America, for the borders to be secure at all times.

Potential punishment is a factor in prevention, but the key is personal integrity. Unfortunately, not everyone has high standards when it comes to doing their jobs. This is critical if your job is to help protect the safety of the nation.
