They are only telling you what you cannot do on occupied land that is not part of Israel. Why build new homes that you will eventually hand over to the Arabs in one of your "painful concessions". Between that time you have to protect these settlements, pave roads, put in utilities, etc. What do these settlements cost Israel versus what it would cost to increase the average pay of Israelis who think of leaving for a better wage elsewhere or even paying Arab families just to leave altogether.
