It was the Sunni group in Iran. The same one that blew up the Shi'it mosque last month in Tehran. I think that's what was implied by the Iranians making an arrest of someone from a "group with British and American ties". G-d knows what deals the Americans and British made with Sunnis in the region that they now fight al-Qeda in Iraq and the Shi'it in Iran.

I don't like to speculate especially as I haven't read anything else about this incident. In the absence of information, I prefer the simplest explanation, a "work accident". This is not deny the existence of many anti-regime elements within Iran, some with links to various secret services.
