1. improve public transport first

i would love to give up my car, although living in the center of the country and working near TA i have no option. A light or underground rail link is what is needed first and not charges for motorist, What about people who work in TA and live outside the city because they cant afford decent housing in the city, should they now be chased out of TA completly? basically the politicians are making the public pay the cost for their bad planning and lack of foresite. On the good front at least it will keep the charideem out of TA !

The government has been hiding its head in the sand for any issue that will hurt Tel Aviv. This is the same reason why we are now in a water crisis, when experts predicted years ago that there would be problems. But Tel Avivians must have their lush green parks, and their cars. Now- Today. The government must begin to create the needed infrastructure to make public transportation more efficient. The dozens of private companies, without any transfer relationship, makes public transit difficult and expensive. But the government will not do anything. They will prefer to wait until "after the elections", so that their rich supporters can drive forty meters to the polling station to support the current group of the thieves.

I am waking up every morning and wondering what the hell I am still doing here... This is not the country I decided to make aliya to. Whats next? Charging us for the oxygen in the air? Or daylight taxes?

Is Tel-Aviv not expensive enough as it is? Yeah, there is mild-to-moderate traffic issue, not half as bad as some other places in the world. So instead of building better roads, they slam us with yet another fee?

It's a shame and disgrace that nobody was fired since nothing happened. They seem to forget that we, the public, are paying for their salaries, they should be accountable for every shekel. Once again, shame and disgrace.

If you are looking for more ways to raise the %80 effective income tax higher, how about taxing retarded annoying useless knesset bills? How about spending your efforts in making citizen's lives easier, not harder?

i just think the fee should be a little lower. people don't want to get out of the comfort of their cars to take public transportation. they need to realize that driving in a car all by yourself is a luxury! and luxuries cost money. take public transportation - better for the environment too!

show the data from London to see how well it actually works, but also do it like London where hybrids/electrics and other alt. fueled cars and truck don't pay. also make sure that Mr./Mrs. Fat Ass' Mr./Mrs. politico in his/her LIMO/SUV/CADDIE/TOWNCAR or Fake HUMMER pay extra due to the size and the abuse/ pollution these type create

..has had very little impact on congestion and is mainly just another findraising tax. Public transport is being improved only very slowly and is woefully inadequate (try standing for an hour in a carriage with little ventilation and no airconditioning - even in the English Summer!). The effect has been simply to penalise the less well off in order to make driving a little more pleasant for the better off. Israeli politicians should also note that the Mayor who introduced the tax and went on to extend the Zone and increase the charge was voted out of office. As a frequent visitor to Tel Aviv, I hope you think again!
11. Congestion charge

Before implementing a congestion charge, one should at first introduce a reasonable public transport system. As a starter: a ticketing system that applies to all buses and possibly trains, valid daily, weekly monthly, etc. And free the driver from having to deal with this at all by enabling to buy tickets in advance. Keep to the schedule, give information at the stations on waiting time, route, connections. After offering a valid alternative, then implement the congestion charge.
