The only way a system can be "hacked" is by connecting it to the "outside" by phoneline or physically to a system connected to the outside. If the system is isolated and gets input through dedicated lines, it can't be hacked. Such systems and methods to prevent data corruption can be invented by the smart boys and girls at the Technion, not the Law schools. Lawyers (Israeli Bar Association) should stick to finding ways to: suck people dry of their money, create inefficient governments, corrupt government organs, etc. Wait one! They already do that!

Any system that will be as widely used as this one would be (every police station, boarder entry point, and potentially hospital) means that by definition it is connected to a communication network. And such networks can be hacked. You must remember the simple truth that what one mind can think up another can break.

Banks already have personal info on computers, this system would only take pics and fingerprints. What will hacker do, get plastic surgery to fake person ? Might want to have blood type too for emergency situation... dna ??

Several countries already have biometric passports. There are elements of police state in nearly every country on earth. Just an example: In Britain there are more CCTV cameras per square kilometer than anywhere else on the planet. Where are you planning to emigrate to? Antartica?

As for corruption (none in Israel, LOL) the way around it is simple surveillance on the data entered vs. that which arrives. No "entry point" is directly connected to the system or the permanent data base.
