The main difference is: can you keep control? Russia in Chechnya can (from the second attempt). Rebels mostly destroyed. Grozny has been rebuilt from scratch. There is peace in region now. This is what most people will gladly trade for vague values of freedom.
What Georgians managed to achieve in Tskhinval is just a raid for 2-3 days. Now the city is ruined too. And guess who is going to pay for damages? $300 miln has already assigned from federal funds. Russian funds. And the troops there are to remain behind the new established border until at least Saakashvili is gone.
By the way, one of former Georgian Presidents, Zviad Gamsahurdia was psycho and shot himself in the New Year Eve. Also fought with Ossetians.
And another Georgian, one Dzhugashvili aka Stalin, in fact ascribed South Ossetia to Georgia in thirties.
So it is all about whether can you KEEP it in control?
PS I wish I could speak the English as fluent as Saakashvili does.
