I don’t think Israel will pay up on account the demand will likely get vetoed in the U.N. by the U.S. and besides even if by some miracle Israel was forced to pick up the tab the U.S. tax payer would likely foot the bill.

Hizbullah attacked Israel in an act of aggession. The border was peaceful. Hizbullah is part of the Lebanese government which makes Lebanon responsible for starting a major war that resulted in devastation on both sides. The damage is Lebanon's responsibility. In reality, Israel needs to send Lebanon a bill for damages.
