The laws themselves, not just the punishment need to be changed.
Too rowdy at a football game? That's a crime.
Looking at someone's wife / sister? That's a crime.
Denouncing the government? That's a MAJOR crime.
Suggesting that all is not well in Iran? That's a crime.
These are the things that need to be changed.
