The first two sentences are ok, then he does a swan dive.
The UN recognized the partition of BMP and the independence of Trans-Jordan. The official border of Israel is the Jordan River and, hence, the " No territory east of the Jordan River" is clearly "exempted from these provisions".
If that's too confusing for Jake, I refer him to the Israel-Jordan Peace Treaty, which says the same thing.
