The functions of a transitional government are limited by law, and even Olmert cannot evade that fact, thus his ability to negotiate with the Palestinians is almost nil, as Abbas is fully aware. The budget too can only be handled in certain and specific ways by a transitional government . Moreover, Olmert is almost certain to be indicted in the next few months and will perforce spend most of his time defending himself. Thus Israel is in for a winter of basically suspended government until new elections, if they are in fact held.
