He comes up with this plan that sounds very reasonable in the west, it involves as usual every single concesion being made by Israel. If Israel accepts it then great he is hurting Israel. If Israel rejects it he becomes the man the rest of the arab world rallies around. Also if Israel accepts it then it will be the first of many demands he will put onto Israel. If Israel has a policy the arabs done like, the Arab Legue get together have a little chat then the Saudis come out with this revolutionry sounding plan to solve the problem on the arab terms.
