The question is very simple. Israeli governments should not allow foreign states to hold or open embassies in Tel Aviv or in other Israeli cities. The Palestinians must understand that the only solution for them to have a second state (on the territory of Judea, Samaria, and Gaza) is to give up their baseless dream about "Al Quds". They might have a special status in the city and control their religious sites also in the future but the city itself won't belong to them! Palestinians will never have Jerusalem as their capital city, especially because 2/3 of the population in the city is Jewish, Israel inversted lots of money in the infrastructure that Palestinians could never pay back for Israel. In East Jerusalem there are big Jewish quarters and suburbs around the Arab districts which can not be neglected. Suburbs with thousands of inhabitants won't be demolished just becasue the Palestinians "need" a city which never belonged to any "Palestinian" state.
